        一.引言 
        美國(guó)是世界上擁有大學(xué)最多的國(guó)家，其中有令人神往的一流大學(xué)，也有令人頭痛的野雞大學(xué)。每年都有很多中國(guó)留學(xué)生被美國(guó)一些野雞大學(xué)騙取錢財(cái)，那么如何來辨別眾多的美國(guó)大學(xué)是不是qualified，是不是有資格授予學(xué)位證書的呢？ 
        二.美國(guó)教育部的聲明 
        很多美國(guó)學(xué)校在中國(guó)招生宣傳時(shí)都說自己是美國(guó)教育部認(rèn)證的。事實(shí)上，在美國(guó)教育部的官方網(wǎng)站上就明確說明了美國(guó)教育部沒有認(rèn)證大學(xué)的，只是制定一些法律來規(guī)定一些認(rèn)證機(jī)構(gòu)去認(rèn)證大學(xué)的quality。

        The U.S. Department of Education does not accredit educational institutions and/or programs. However, the Secretary of Education is required by law to publish a list of nationally recognized accrediting agencies that the Secretary determines to be reliable authorities as to the quality of education or training provided by the institutions of higher education and the higher education programs they accredit. The U.S. Secretary of Education also recognizes State agencies for the approval of public postsecondary vocational education and State agencies for the approval of nurse education. 
        三.美國(guó)大學(xué)的鑒定機(jī)構(gòu) 
        美國(guó)的大學(xué)認(rèn)證機(jī)構(gòu)按地域來分有6個(gè)區(qū)域性的認(rèn)證機(jī)構(gòu)，這些機(jī)構(gòu)都通過了美國(guó)教育部(Department of Education)或高等教育司(the Council for Higher Education; http://www.chea.org)的認(rèn)可。這六個(gè)學(xué)位認(rèn)證機(jī)構(gòu)包括中部，東部，北部，南部，西部，西北部，每一個(gè)機(jī)構(gòu)負(fù)責(zé)對(duì)該轄區(qū)的正規(guī)大專院校進(jìn)行認(rèn)證。這些機(jī)構(gòu)通常對(duì)整個(gè)學(xué)校進(jìn)行認(rèn)證，一旦一個(gè)學(xué)校經(jīng)過這些機(jī)構(gòu)的認(rèn)證，代表該校的每一個(gè)科系都通過認(rèn)證。
